Send tenant communication. (default HOA Violation letter in AF which you probably already have)
Send owner communication only if they received notice as well.
Correct the issue.
Notify HOA of correction.
Tie up loose ends, assess any charges to tenant.
If it's dead grass or something involving more than just tenant behavior correction, drive to the property to inspect (if necessary) . These are always somewhat different, just determine what is needed to clear the violation and schedule its completion.
As you know, these things that require compliance more than just "don't do it again", like dead trees, unkempt yard, disabled vehicle, etc, often can turn into infinite loops of communication and effort. Especially if the owner is involved. Go straight for compliance first, then sort everything out afterward.
